Does RCM applies for rental income from commercial properties? if applies then is it mandatory for a landlord to register in GST (rental income exceeds 20 lakhs).

Yes if rent from commercial property is more than 20 lakhs then GST registration is compulsory. Land lord has to obtain GST registration.
RCM is deferred till March 31, 2018 thereafter it will be applicable and it was applicable for period from July to September 2017.
