What is the procedure to set-off the ITC in IGST against CGST and SGST.

You have to first utilise IGST before using CGST. You can utilise IGST against CGST or SGST and once IGST is completely utilised you can utilise CGST.

SGST can be utilised even before utilizing IGST.
