i paid freight to a party which is register under gst but it has not charged gst on bill whether i need to pay gst on reversecharge
Yes you have to pay GST under RCM.
In case of GTA services, if GTA is not charging GST then you have to pay GST under RCM.
The notification of 22/08/2017 makes it clear.
