I HAVE DOWNLOADED THE OFFLINE UTILITY 9C FROM GST PORTAL.BUT THEOFFLINE
UTILITY IS NOT FUNCTIONING PROPERLY.THE VALIDATE SHEET BUTTON IS NOT 
WORKING. SIMILIARLY PREVIOUS & NEXT BUTTON IS ALSO NOT WOKING.IT IS
SHOWING "COMPILE ERROR IN HIDDEN MODULE" 
COULD YOU INFORM HOW TO SOLVE THE PROBLEM

There seems to be an error with file you downloaded. Download the file again and try.
The error could be also because you might have disabled macros in excel file.
Enable Macros in your excel file and save.
