GST liability on ocean freight

As per GST payable under Reverse Charge Mechanism  - importer needs to GST on ocean freight. 

Query: Whether GST is payable only of FOB contract or CIF terms also. 

otherwise ocean freight is payable on all imports irrespective of above terms

Kindly clarify.
