IF THE FIRM HAS NOT OPTED FOR COMPOSITION SCHEME, WHETHER HE IS LIABLE TO FILE GST-4 RETURN OR NOT? EXPLAIN

GSTR-4 is only for composition scheme.

If you are not paying tax under composition then you do not have to file form GSTR-4.
