Forwarding charges on Exempted goods

Currently we are not registered with GST as we are supplying exempted goods. We also charge forwarding charges in the invoice depending upon the destination of the delivery. Now an order outside our state has come. We wanted to know whether we will be required to obtain GST Registration for forwarding charges included in the inter-state invoice.
