when i click GST offline to RUN, it shows "Error 5: Access denied". What it means..Pls help

When i tried to upload Excel File to offline utility ,it gives a pop up sceen ,"File Process Failed" Error.

Does any one have an solution for this.This seems to be a issue with Offlne Utility Tool.
