We are sending material by rail. Sometimes, the RR No by Rail way is given next day if the loading completed late hours. They generate the RR late. So, how the RR no will be given in e-way bill next day.

This is a practical problem and in this case, you should ask railways to provide RR number. From you factory to railway you can generate E-way bill and edit part B after you get RR number.
