As regarding above subject, my query is that according to the declaration made by FM in GST council held on 06-10-17 that RCM is postponed till 31-03-18 so the question arises that RCM IS TO BE WAIVED OFF FROM JULY OR FROM 01-10-17.
Indirect tax notifications become applicable date they are notified. So it will be from the date notification is announced.
It is applicable from October 6, 2017.
